SMWD's Nicole Stanfield, Honored for Leadership That Builds Trust

Santa Margarita Water District (SMWD) proudly celebrates Nicole Stanfield, who leads the Public Affairs team. Nicole was among 25 leaders who received an award at the 5th Annual Women Making a Difference Awards ceremony, hosted by Orange County Supervisor Katrina Foley, on March 14 in Irvine.

Held in honor of Women’s History Month and this year’s theme, Leading the Change: Women Shaping a Sustainable Future, the event highlighted more than 150 women across Orange County who are advancing sustainability through leadership, innovation, and community impact.

Nicole was recognized for her values-driven leadership and commitment to building trust through accountability, transparency, and meaningful public engagement. In her role at SMWD, she leads efforts to connect the community with critical information on water quality, reliability, and long-term infrastructure investments that support water resilience.

Through her work, Nicole helps foster strong relationships between the District and the communities it serves—an essential component of advancing sustainable water management and maintaining public confidence in local government.

“Nicole leads with a strong commitment to trust, accountability, and transparency while helping keep the community informed about critical issues,” shared event organizers during the ceremony. “Her leadership ensures residents stay informed, engaged, and supported.”

Ricco Gelato - Keeping it in the Family

Something SWEET has arrived in Ladera Ranch… just in time for Spring!

Ricco Gelato opened in the Mercantile West Shopping Center right before New Years’ and the young entrepreneurs who pulled it off couldn’t be happier with their Ladera surroundings. “We were close to signing a lease in Quail Hill (Irvine) but found this location at the last minute,” said Jay, who runs the front-of-house operations. It didn’t hurt that the space was a better value and serving an Italian desert next to Joe’s seemed like the perfect après to Italian food.

Johnny is the man behind all of that rich goodness – each flavor is his own creation with more than 32 and plans to double the offering. “I have recipes for over 64 and am working on perfecting several vegan ones as well.” he said, adding that they plan to add alcohol-infused ones in the future too.

Unlimited tastes may help you decide but you can combine up to four flavors per cup if you can’t. Best sellers include Tiramisu, Wildberry Yogurt, Brown Butter English Toffee and Caramel Salted Peanut Butter. Ricco has a great selection of sorbets (Mango Passionfruit, Peach, Rose Lychee, Lemon, Guava), an Asian-infused palette (Matcha, Jasmine Tea, Black Sesame, Red Bean) and a few surprises like Parmesan Cheese and Tomato Apple Kombucha.

Not only are the flavors divine, but Ricco’s ingredients are next to Godly too. “We use only the best ingredients,” said Jay. Organic milk is one example. Others ingredients come all the way from Italy.

Faith is a theme with these two who are not only partners, but also brothers! Be sure to look on the bottom of each cup for a hidden message of inspiration. Jay and Johnny our also only our youngest entrepreneurs at age 25 and 29.

Ice cream and gelato are both delicious but the two are decidedly different. Ice cream is made with more cream while gelato is made with more milk. Ice cream is whipped and has more air (and fat) while gelato is smoother and denser. That’s why small amounts of gelato are as just satisfying as a double scoop of ice cream. We wouldn’t go so far as to call gelato healthy but each small cup is only around 100 calories and many flavors are gluten-free. Check out the macros on the wall for full details.

Meet SMWD’s New Deputy GM: Jorianne Jernberg!

Santa Margarita Water District is pleased to welcome Jorianne Jernberg as our new Deputy General Manager, who will join the executive team, along with General Manager Robert Grantham and Assistant General Manager Kristine Day, in supporting the teams that deliver SMWD’s essential services every day. Jorianne has recently been focused on legislative and public affairs, where she is helping advance proposed legislation to help SMWD operate more efficiently.

Jorianne brings more than a decade of leadership in water and infrastructure finance, most recently from Washington, D.C., where she helped build the U.S. Environmental Protection Agency's (EPA) WIFIA Program from the ground up. Under her leadership, WIFIA grew into a nationally recognized government bank that delivered more than $22 billion in loans supporting nearly $50 billion in critical water infrastructure projects—including many right here in California.

Jorianne’s work spans water reuse, desalination, stormwater, and wastewater improvements. Her experience will help guide SMWD’s future investments.

Prior to her role with the EPA, Jorianne spent a decade in the transportation sector, focusing on infrastructure finance. She also worked in local government for a County Commissioner in her home state of Ohio.

What excites Jorianne most about joining SMWD? Helping the organization (SMWD) get results. She’s energized by collaborating with talented people and doing meaningful work—and she’s here to support the organization, strengthen partnerships, and help ensure SMWD continues delivering reliable, high-quality service to our 220,000 customers.

SMWD’s Water Festival: A Splashing Success

Santa Margarita Water District’s 2025 Water Festival made a big splash on Saturday, June 7, drawing more than 2,700 customers, families, and community partners to a fun-filled, educational celebration of our most precious resource—water.

From hands-on activities to behind-the-scenes infrastructure tours, the event brought neighbors and friends together to learn, explore, and connect with community organizations and SMWD, their water provider.

Rod, who lives in Rancho Santa Margarita, attended the Water Festival for the first time along with his grandchildren. “What a fun experience! It was great to learn about what SMWD does behind the scenes,” he said.

Rod signed up for two infrastructure bus tours led by SMWD’s chief engineer and a senior operations leader. He was also thrilled to speak with the technicians and see the pumps and equipment that keep water flowing up close and personal. “I may have had more fun than the kids,” he said.

From holding reptiles to touring the WaterWorks Garden, a Monarch butterfly habitat featuring five blooming landscape styles, and enjoying complimentary pizza and shaved ice, the event was bustling with activity and life.

Throughout the event, the video The Journey of Water: From River to Tap played on large-screen monitors. The award-winning video tells the story of how water travels from hundreds of miles away and how SMWD delivers local, sustainable, and reliable drinking water and wastewater services to over 210,000 customers in southern Orange County.

For those who attended the Water Festival, it was a memorable day full of discovery.

“Water is something we all depend on but rarely think about. When neighbors come together to learn, ask questions, and explore what we do—it’s powerful. That connection is what this event is all about,” said Nicole Stanfield, SMWD Director of Communications and Customer Engagement, who organizes the annual event.

Ladera Resident, Margaret Novak Joins SMWD Board

Margaret Novak was elected to the Santa Margarita Water District (SMWD) Board of Directors in 2024 and represents Division 5, which includes Rancho Mission Viejo, Ladera Ranch, and a portion of San Clemente.

Ms. Novak is a long-time resident of south Orange County and has over 25 years of experience in the community development and infrastructure realm. Her strong understanding of Division 5 – including the unincorporated areas – comes from serving on the Santa Margarita Water District (SMWD) Ratepayer Advisory Committee, Ladera Ranch Maintenance Corporation (LARMAC) Board, Ladera Ranch Civic Council (LRCC), and South Orange County Economic Coalition (SOCEC). She also has served on the Orange County Transportation Authority (OCTA) Citizens Advisory Committee and Women’s Transportation Seminar of Orange County (WTS-OC) Board, in addition to participating in the Orange County Business Council’s (OCBC) Governmental Affairs and Infrastructure Action Committees.

As a results-oriented leader, Ms. Novak is committed to maintaining SMWD’s high standard of service and delivery of clean, reliable, and cost-effective water to ratepayers. She will continue safeguarding our District through sound policies and fiscal responsibility in support of expanded local water supply options and reduced energy-related costs.

Ms. Novak has a Bachelor of Science degree in Urban and Regional Planning from Cal Poly Pomona and is passionate about making a meaningful difference in her community.

Safeguarding a $3 Billion Water System
The Santa Margarita Water District (SMWD) manages a vast $3 billion water infrastructure system, serving nearly 220,000 residents in southern Orange County. With an average annual delivery of 10 billion gallons of drinking water, SMWD plays a critical role in supporting the area's thriving communities.

To maintain the reliability of aging infrastructure, SMWD emphasizes proactive maintenance. In 2024, the District allocated $21.44 million for maintenance and upgrades, along with an additional $11.53 million for water reliability projects, ensuring a sustainable future for its customers. Long-term planning is particularly important, as 90% of SMWD’s drinking water comes from northern California and the Colorado River.

As part of its commitment to transparency and sustainability, SMWD is finalizing a rate study. Starting in May 2025, a proposed water rate adjustment will appear on customer water bills. This adjustment is crucial for maintaining reliable and sustainable water delivery in the District's growing communities.

Community Coffee Chat is Freshly Brewed!

People who cite meaningful connections with others in their community report extraordinarily high levels of satisfaction on “Best Places to Live” indexes. They also tend to live much longer. Therein lies the impetus behind Rancho Mission Viejo and Ladera Ranch’s newest monthly event: Coffee Chat, held at Morena’s Mexican in the Sendero Marketplace.

“We want Coffee Chat to be an event for everyone,” said Juliet Rosales, Morena’s owner, “with monthly topics that include other events, infrastructure, utilities, governance, land use, the environment, retail and business.” Presenters will be will be experts on the topics, which will be relevant to everyday life, newsworthy and intended to enhance the group’s knowledge base in some way. The upcoming election is sure to attract a few political candidates, eager for an audience with engaged, civic-minded voters!

Upcoming topics include tips on photography, how to start your own small business, senior living options, and how south O.C. reuses water. Follow Community Coffee Chat’s Facebook page for a list of upcoming speakers and topics.

Organizers say the event is more than the information shared, it’s also about building relationships with people who want to make a difference in the community. “Our goal is to build an event where the residents become friends through their shared interests and consistent participation,” said Linda Hakim and Todd Stearns. “We hope they’ll go out of their way to say “hi” when bumping into each other at the farmers market or the grocery store!”

LRCOC Welcomes Wells Fargo to RMV

On June 12, Wells Fargo employees were joined by Jackson Cripe, District Representative Congressman Levin's office, Kim Carr, Sr. District Representative, Office of State Senator Blakespear, Anne Figueroa, District Director for assembly member Sanchez’s office, Tyler Mosher, Staff Representative Office of Supervisor Foley and local leaders from the Ladera Ranch Chamber of Commerce to celebrate the grand opening of its new bank branch at 30773 Gateway Place in Rancho Mission Viejo, CA, as it expands and welcomes new and existing customers in the local area.

Located within the Sendero Marketplace, the 1,800 square-foot branch has been designed and built to the U.S. Green Building Council’s Leadership in Energy and Environmental Design (LEED) Gold standards and includes an assisted‑service ATM, a floorplan to create more space for conversation and consultation, and informative digital messaging displays. Stater Bros. Charities and PepsiCo Donate $50,000 to Children of Fallen Patriots Foundation

SAN BERNARDINO, CALIFORNIA (April 4, 2024) – Stater Bros. Markets and PepsiCo associates gathered to commemorate PepsiCo’s 9th annual “Rolling Remembrance,” a 14,000+ mile long relay that honors military heroes who lost their lives while serving the United States. This cross-country relay embarks from Seattle, transporting an American flag first flown on a UH-60M Blackhawk helicopter in Afghanistan during Operation Enduring Freedom. PepsiCo’s extensive network of veteran drivers will pass off the flag to each other at different relay points. The relay will conclude at PepsiCo headquarters in Purchase, N.Y., right before Memorial Day, on May 23.

During the stop at Stater Bros. Markets’ headquarters on Thursday, March 28, Stater Bros. Charities and PepsiCo presented a $50,000 donation to the Children of Fallen Patriots Foundation, an organization that provides college scholarships and educational counseling to children who have lost a parent in the line of duty. Since 2017, this partnership has donated the equivalent of 56 years of college for Fallen Patriots scholars.

“We are very grateful for our continued partnership with PepsiCo and Children of Fallen Patriots. Supporting the education of the children of the heroes that lost their lives serving our country is just one way we can honor their memory,” stated Nancy Negrette, Chairman and President of Stater Bros. Charities. Funds will assist families of service members from all branches of the armed forces who have died as a result of combat casualties, military training accidents, service-related illnesses, suicide, as well as other duty-related deaths as ruled by the Department of Veterans Affairs.

Meet Abbie Wittwer, a Children of Fallen Patriots scholarship recipient.

Abbie is the daughter of Lieutenant Commander Frank Wittwer, who passed away in 2006. Abbie says her dad “loved being a pilot and serving his country, but he also loved being a dad, and he was great at both.”

Abbie says, “The scholarships I have received from Fallen Patriots let me pursue my degree full-time, without worrying about going into debt. I would not have been the student I was, or the person I am, without the support of Fallen Patriots.” Abbie graduated from the University of North Georgia in 2022, completely debt-free thanks to Children of Fallen Patriots.

There are approximately 25,000 children who have lost a parent in the line of duty over the past 35 years. More Bond Upgrades for the Toll Roads

The Foothill Eastern Transportation Corridor Agency (F/ETCA) continues to strengthen its economic position in the bond market with Fitch Ratings upgrading the Agency’s bonds to A- for Senior Lien and BBB+ for Junior Lien, with a positive outlook. F/ETCA operates the 133, 241 and 261 Toll Roads in Orange County, Calif.

Following are the F/ETCA’s current bond ratings:

Fitch: A- and BBB+ respectively, with outlook positive
Moody’s: Baa1 with outlook stable
S&P: A and A- respectively, with outlook stable

In addition, Fitch Ratings has affirmed San Joaquin Hills Transportation Corridor Agency (SJHTCA) Senior Lien bonds at BBB+ and Junior Lien bonds at BBB and revised the rating outlook to positive.

“The rating upgrade reflects an improved credit profile driven by the combination of the agency's prudent debt management strategies through bond buybacks alongside traffic and revenue performance that has exceeded Fitch's case expectations,” stated in a recent release by Fitch’s Credit Rating. “Management demonstrated its commitment to paying down debt when opportunities arise at bond call dates as well as opportunistically through open-market bond buybacks, which will support debt service reductions over the long term.”

“Fitch’s decision to upgrade the F/ETCA credit rating underscores the Agencies’ financial strength and well-positioned fiscal policies that provide The Toll Roads with stability and strong operational performance,” said F/ETCA Chair and San Juan Capistrano City Council Member John Taylor. “It is important that the Agencies continue to pursue opportunities that further reduce operating costs and enhance revenues, along with board-approved policies for managing and reducing debt.”

“In line with the Boards of Directors’ Strategic Plan, since 2019, the Transportation Corridor Agencies (TCA) have executed bond refundings and strategic early bond paydowns that have reduced debt service by nearly $1.4 billion, thereby further enhancing the Agencies’ strong financial position,” said TCA CFO Howard Mallen.

The F/ETCA and San Joaquin Hills Transportation Corridor Agency (SJHTCA), which comprise TCA, are two joint powers authorities created to plan, finance, construct and operate Orange County’s 51-mile toll road network – the 73, 133, 241 and 261 Toll Roads.

The Toll Roads have been providing a choice for drivers for over 25 years and the tolls collected are used to repay the debt incurred to construct the system and fund ongoing operations and improvements.

The Toll Roads system, which represents 20% of Orange County’s highways, is the largest toll road network in California.

TCA Pays Down $60 Million in Transportation Bonds Early

Early paydown of bond debt to save Agency approximately $54 million

Irvine, Calif. - January 25, 2024

As part of the Transportation Corridor Agencies’ (TCA) Strategic Plan, the Foothill/Eastern Transportation Corridor Agency (F/ETCA) has executed an early paydown of $60 million in senior lien bond debt.

The early paydown of bond principal – bonds that were issued in 2013 and had a maturity date of 2042 – saves the Agency approximately $54 million in interest payments. The F/ETCA paid off the bonds with cash reserves when the bonds were callable after January 15, 2024.

“This early paydown of bond debt is another example of the commitment both Agencies have to fiscal stewardship, as well as fulfilling the plan of action laid out in our Strategic Plan aimed at overall debt reduction,” said F/ETCA Board Chair and San Juan Capistrano City Council Member John Taylor.

The Agencies plan by 2030 to pay down another $920 million of bonds early, saving an additional $806 million in interest. This future debt reduction, when combined with the current reductions of $1.389 billion, will collectively reduce debt by $3.1 billion.

“Strong fiscal management is core to the Agencies’ past and future success,” shared Ryan Chamberlain, TCA Chief Executive Officer. “Protecting the ability to fund operations and capital improvement projects, while positioning the Agencies to take advantage of debt reduction and early paydown opportunities, aligns with the fiscal management objectives outlined in the Boards’ Strategic Plan.”

The Toll Roads system, which represents 20% of Orange County’s highways, is the largest toll road network in California.

This is great news for users of the Toll Roads and shows a substantial amount of financial savvy on the part of management.

Supervisor Foley Supports OC District Attorney and Law Enforcement to Support Prosecution and Accountability for Increased Burglaries

ORANGE COUNTY, CALIFORNIA — Monday, May 22nd, Orange County Supervisor Katrina Foley and the Board of Supervisors voted to approve the purchase of new technology to support local law enforcement’s public safety and criminal apprehension efforts.

The Board approved the purchase of a cellular site simulator for the OC Sheriff’s Department (OCSD), improving OCSD’s ability to locate missing children, at-risk individuals, and fugitives. The Board also approved the purchase of a 35-foot fire boatfor the OCSD Harbor Patrol to conduct law enforcement patrols, fight fires, and serve as emergency first responders.

“We cannot sit back and tolerate the sharp rise of well-organized burglaries and robberies in our homes and businesses.” said Supervisor Foley “These recent law enforcement efforts demonstrate that Orange County will continue to lead with new strategies and technologies to keep our neighborhoods safe. I remain committed to working with the District Attorney, local law enforcement, and our state and federal partners to find the most effective way possible to hold criminals accountable.”

Today’s votes come on the heels of Supervisor Foley joining the Orange County District Attorney Todd Spitzer and local law enforcement last week to announce new efforts to combat residential, commercial, and smash and grab burglaries across Orange County, at least 20 of which were linked to transnational criminal efforts.

During the press conference, District Attorney Spitzer announced 140 charged in Orange County – at least 20 linked to Chilean transnational crime ring. He also announced that for the first time, 7 of those charged received hate crime sentencing enhancements for deliberately burglarized Asian American homes. In her remarks (33:54) Supervisor Foley discussed her personal experience and stories she has heard in the community in the last year. The circumstances of these cases remain largely confidential as cases are ongoing.

In November of 2022, on the evening of the election, the home of Supervisor Foley’s in-laws was burglarized along with the homes on the street in their neighborhood in University Hills at UC Irvine while they were watching election results at a different location.
A home robbery in San Juan Capistrano while a teenage girl was home downstairs. No injuries were reported.
A home robbery in Laguna Niguel in the middle of the day while the resident was home.
A home robbery in broad daylight, where a woman was taking a shower at the time of the break-in and was forced to sit on her couch with a towel on while her home was ransacked.  
A burglary in Dana Point where multiple individuals burglarized a home, which was reported as a potential string of burglaries up to Yorba Linda and all the way to Santa Monica and Santa Clarita.
2 different vehicles drove into the Neiman Marcus store at Fashion Island at 2 different points of entry, where they stole $100,000 in handbags. The Newport Beach Police Department reported that 2 of the 4 suspects were arrested in a high-speed chase that went into Los Angeles County.
A vehicle smashed into the same Neiman Marcus store at Fashion Island in Newport Beach and burglarized the store. The Newport Beach Police Department reported 4 arrests were made, all from Los Angeles County.

Job Killer Bills 2023

The California Chamber of Commerce has named the following as job killer bills for 2023. Please note SB 525, which would increase minimum wage to $25 - the highest in the nation.

Labor and Employment

AB 524 (Wicks; D-Oakland) Expansion of Litigation Under FEHA. Exposes employers to costly litigation under the Fair Employment and Housing Act by asserting that any adverse employment action was in relation to the employee’s family caregiver status, which is broadly defined to include any employee who contributes to the care of any person of their choosing, and creates a de facto accommodation requirement that will burden small businesses.

AB 1156 (Bonta; D-Alameda) Expands Costly Presumption of Injury. Significantly increases workers’ compensation costs for public and private hospitals by presuming certain diseases and injuries are caused by the workplace and establishes an extremely concerning precedent for expanding presumptions into the private sector.

SB 525 (Durazo; D-Los Angeles) Costly Minimum Wage Increase. Imposes significant cost on health care facilities and any employer who works with health care facilities by mandating increase in minimum wage to $25.

SB 365 (Wiener: D-San Francisco) Undermines Arbitration. Discriminates against use of arbitration agreements by requiring trial courts to continue trial proceedings during any appeal regarding the denial of a motion to compel, undermining arbitration and divesting courts of their inherent right to stay proceedings.

SB 399 (Wahab; D-Hayward) Bans Employer Speech. Chills employer speech regarding religious and political matters, including unionization. Is likely unconstitutional under the First Amendment and preempted by the National Labor Relations Act.

SB 616 (Gonzalez; D-Long Beach) Costly Sick Leave Expansion on All Employers. Imposes new costs and leave requirements on employers of all sizes, by more than doubling existing sick leave mandate, which is in addition to all other enacted leave mandates that small employers throughout the state are already struggling with to implement and comply.

SB 627 (Smallwood-Cuevas) Onerous Return to Work Mandate. Imposes an onerous and stringent process to hire employees based on seniority alone for nearly every industry, including hospitals, retail, restaurants, movie theaters, and franchisees, which will delay hiring and eliminates contracts for at-will employment.

SB 723 (Durazo; D-Los Angeles) Onerous Return to Work Mandate. Imposes an onerous and stringent process for specific employers to return employees to the workforce for specified industries, including hotels and restaurants that have been disproportionally impacted by this pandemic, and removes guardrails on existing law by making mandate permanent and significantly broadening the applicability of the law.

SB 809 (Smallwood-Cuevas; D-Los Angeles) Prohibits Consideration of Conviction History in Employment. Prohibits nearly every employer from considering conviction history of an applicant or existing employee in employment decisions and imposes cumbersome process on employers that are legally not allowed to hire individuals with certain convictions.

Taxation

AB 259 (Lee; D-San Jose) / ACA 3 (Lee; D-San Jose) Wealth Tax. Seeks to impose a massive tax increase upon all forms of personal property or wealth, whether tangible or intangible, despite California already having the highest income tax in the country. This tax increase will drive high-income earners out of the State as well as the revenue they contribute to the General Fund.

Housing

AB 68 (Ward; D-San Diego) Quashes Housing. Worsens California’s existing housing crisis by preventing local governments from permitting new housing units in most of their jurisdictions.

Climate/Energy

SB 12 (Stern; D-Canoga Park) Arbitrary Greenhouse Gas Target. Arbitrarily changes the State’s GHG reduction goal from 40% of 1990 levels by 2030 to 55%. By the State’s own estimate this proposal will force 17 million gas-powered cars off the road in the next 10 years.

SBX1 2 (Skinner; D-Oakland) Windfall Profits Tax. Sets an arbitrary cap on the amount of profits that a refiner operating in the state of California can earn over a quarterly basis. This measure would further diminish supply, discourages operational efficiencies, and would limit the amount of capital a refiner could reinvest into their infrastructure to support California’s long-term climate goals. Starting in March, we will be rotating the quarterly Mixer between each location to open up new connection opportunities!

As usual, each event will feature food, beverages and an "Opportunity" raffle drawing of at least 12 items. Proceeds benefit the host Chamber.

Ladera Rancho Chamber Sponsors Business Expo August 12th

On Friday, August 12th the Chamber partnered with LARCS at the last concert of the year in bringing 25 area businesses out for a Business Expo!

The concert provided businesses an opportunity to connect with large volumes of residents at an in-person event. The concerts draw 3,000 - 4,000 people and represent the largest gatherings of people all year long in Ladera Ranch.

The businesses in return provided activities, raffles, games, contests and giveaways and served to entertain area youth even during the concert until it got dark.

Everyone had a GREAT time and we look forward to doing it again next year! Hopefully with some cooler weather since temperatures topped 90 degrees earlier in the day!

Daisy Street is like NEW Again!

On Monday August 1st and Tuesday August 2nd, Orange County Public Works performed what is known by pavement experts as an a/c grind and overlay: a new fresh top coat of asphalt to the rest of us laypersons!

This was a project our Chamber of Commerce asked for in 2021 and OCPW was able to incorporate as part of the larger south Antonio Parkway project that will provide the same treatment from the Covenant Hills gate entrance at Antonio Parkway, through Rancho Mission Viejo, down to Ortega Highway set to start on Monday, August 8th. The majority of the work will occur at night.

The work on Daisy Street refreshes the top layer, which should be good for another 20 years. The Chamber thanks Orange County Public Works and 5th District Supervisor Lisa Bartlett and her team for a job very well done!

Street maintenance is an ongoing effort as the community has passed its 22nd birthday with much of the original construction still intact, but showing its age.

Several other streets are getting close to needing refreshes as well including Crown Valley Parkway, Windmill, Dorrance, Cecil Pasture and Sellas. We will continue to provide the community with updates!

Ladera Bicycle Infrastructure Improvement Requests

It's no secret that bike adoption is growing in our community - especially ebikes. Residents have been complaining about their operation since early in the pandemic.

Late last year the Chamber and the Civic Council began working collaboratively to develop a list of improvements the County could implement to make bike transport safer in Ladera Ranch. We noticed streets that were missing bike lanes completely when they seemed wide enough to accommodate them.

In February, we submitted a comprehensive list of locations with recommendations for improvements from the easiest to implement to the more difficult requiring funding and engineering. We will detail all of those requests in a subsequent posting.

The county, under Supervisor Lisa Bartlett's leadership, responded and here is the first of those proposed charges. Residents are encouraged to provide feedback.

The County of Orange, in partnership with the Orange County Workforce Development Board (OCWDB), California Office of the Small Business Advocate, U.S. Small Business Administration, Orange County Small Business Development Center, SCORE, Orange County Public Libraries, City of Garden Grove, City of Irvine, City of Laguna Niguel, City of Mission Viejo, City of Rancho Santa Margarita, City of Santa Ana, Special District of Rossmoor, and various Chambers of Commerce including the Ladera Rancho Chamber is awarding grants to assist qualified microbusinesses in Orange County that have been significantly impacted by COVID-19 pandemic.

Qualified microbusiness means an entity that meets and self-certifies, under penalty of perjury, all of the following criteria:

The microbusiness began its operation prior to December 31, 2019.
The microbusiness is currently active and operating or has a clear plan to reopen when the state permits reopening of the business.
The microbusiness was significantly impacted by COVID-19 pandemic.
The microbusiness had less than fifty thousand dollars ($50,000) in revenues in the 2019 taxable year.
The microbusiness currently has fewer than five full-time equivalent employees and had fewer than five full-time equivalent employees in the 2019 and 2020 taxable years.
The microbusiness is not a business excluded from participation in the California Small Business COVID-19 Relief Grant Program, as specified in paragraph (2) of subdivision (f) of Section 12100.82.

The Resurgence of Mercantile West

Like our California image, the Mercantile West Shopping Center has gone from boom to bust and is in the process of hitting the mother lode again. It has been the site of more business closures than any other retail center in Ladera. And just 24 months ago, the center was a virtual ghost town after 6pm.

Residents were beyond frustrated at the lack of desirable businesses. Then Stater Bros. opened a bright, airy new-concept store, generating traffic to the center all hours of the day and bringing visibility to the smaller tenants.

If You Open It, We Will Support It

Property manager Westar conducted market research to determine what types of businesses Ladera residents wanted. The feedback was overwhelming: quality food and drink. That clarified Westar’s task: find the right businesses. And find them they did.

Mama’s on 39^th planned to open Mama’s Comfort Food & Cocktails in the Casa Ranchero space and Joe’s Italian Restaurant was slated for the former Cinnamon Productions spot. Both were experienced restauranters: Mama’s had three locations and Joe’s operated Pepino’s. Both offer popular, quality menu items made from scratch at reasonable prices and even have Happy Hour.

Real Estate Agent Amy Sims’ new office and Code Ninjas were already open, when the pandemic hit. Many businesses were forced to reduce their capacity or close. “It was a little scary. Numerous times I was like, what am I doing?” said Joe Moscatello, who co-owns Joe’s with his girlfriend, Denise Silva.

But both General Manager of Mama’s, Robert Corrigan, and Moscatello saw value in Ladera’s central location and access to surrounding communities and persevered with their plans. Local resident Abby Longo opened her cupcake decorating and party venue The Sweet Hand October 2^nd, 2021 with the support of the deaf or hard-of-hearing community.

Brittany De Anda opened her beauty concept Med Lounge on October 28^th to a huge opening and tour of her state-of-the-art facility in what used to be E. Madison facing the Towne Green Park.

Then, on Jan 28^th of 2022 we cut the ribbon of Board & Brew in the former Project Pie space. Owner Jacob Clemons loved the strong family orientation of the area and said he is anxious to build partnerships with community groups.

The center is now packed with activity, especially at dinner, with residents anxious to try the new hot spots. These additions have helped unlock the potential in Mercantile West.

Give Us Wine We’ll Be Fine!

In Feburary, Rancho Capistrano Winery - with its popular wine club - will bring a tenth eatery to the center in the only free-standing restaurant space in Ladera.

The Mercantile West Shopping Center has quickly morphed into one of the hottest new venues in South Orange County to dine out and socialize!

Letter from the President 2021/2022

It has been both an honor and a pleasure to be a part of our Chamber for the past five years, four of which as your President. Thank you for your support! As you know, we are the only Chamber operating in the unincorporated areas of Orange County and we do so completely independently, without the support of a city (because we are not one).

The last 24 months have been a wild wide to say the least with and the COVID-19 virus and a global pandemic. Every single business was forced adapt. Our Chamber was no exception. But business is the backbone of our respective communities. Our businesses make our communities some of the best to live on the planet because they make it convenient for our residents to shop, work out and receive services. They provide jobs and their tax revenue is used to keep our areas functioning as they should and looking tip top!

In many respects, our businesses are more: they are a place to gather, cultivate relationships and to have fun. They are a grounding element and the central hub of the community. They are the cement.

We continue to network back channels with our elected officials at the county, state and local level to keep them informed on the business climate and to encourage business-friendly policies whenever possible. Throughout the pandemic, we were hyper focused in helping our member businesses know about all of the available programming and to help them apply for and get their unfair share of that funding. We successfully advocated for more than $400k that flowed directly to Ladera Ranch and Rancho Mission Viejo businesses from the County of Orange. The amount was more than many cities received directly from the Cares Act.

I want to take this opportunity to remind you that we are all in this together. The pandemic illustrated that perfectly. So did the housing-market crash of 2008. “A rising tide raises all ships.” To that end, I want to encourage each of you to help each other whenever the opportunity arises. We are a business community, a community of partners and friends, not a business island.

We are stronger than we have ever been, but we can be stronger! How many other business owners do you know and know well? One of my goals in 2022 is to encourage greater collaboration between our member businesses. There are signs of this all over the place and I love it!

Another of my goals is to make sure our unincorporated communities are not disadvantaged in any way in comparison to our surrounding formal neighboring cities. We did not choose the governance structure here and will continue to work with the county and the state to develop a more participatory path for our areas into the future, one that ensures political representation and a fair return of our tax dollars. Many areas receive economic development funding and we do not. We will continue to work on the maintenance and upgrading of our infrastructure, most visible to you in street maintenance.

One of our big projects this year will be to return a State of the Community). We have not held a State of the Community since 2018 and this year is a perfect opportunity to do so. The purpose of this gathering is to assemble the four legs of Ladera Ranch (LARMAC, LARCS, the Civic Council and the Chamber) and the 5^th District to summarize the recent past, to look to the future and to connect the community at a single gathering.

Many of you have told us how hard it is for you to step outside of your businesses and participate at our in-person events and mixers. This year, we plan to do one a quarter and hope that you will indulge us with your participation at those fun, collaborative events. This is your chance to meet your peers and our Board and to share best practices and grow partnerships.

As most of you have done, we realized the power of social media in 2021 and the way it can be used to communicate directly with our residents. We plan to continue using it vigorously and are happy to share your news when you would like us to. We strongly encourage you to utilize the various platforms that make the most sense, grow your following and be consistent in your communication.

Despite the pandemic, we cut the ribbons of many new businesses last year and will do so again in 2022. The most notable new businesses are opening soon with Board & Brew on January 27^th and Rancho Capistrano Winery by the end of the month. If you have an idea for a new business here, we want to help! Contact us and we will tell you what to expect.

Last year was the best in our history for membership. Some Chambers’ saw their membership halved during the pandemic; we reached new highs. We want to help all businesses but do not have the resources to do so. We are a membership-based non-profit and only help our members. That’s easy to remedy; all you have to do is join! Be a part of the Ladera Rancho TEAM!

Ladera Ranch residents and businesses are invited to the Chamber of Commerce's version of adult Halloween fun on Wednesday, October 27th at Mama's Comfort Food & Cocktails in the Mercantile West Shopping Center.

No treats here... only tricks! We'll have spooky music playing in the background and see who shows up in the most unique costume. Mama's will be hosting a full self-serve taco bar with drink (beer, wine or other) included! Additional elixirs may be obtained from the bar.

Photographer onsite to capture and document potential evidence. Will it be a crime scene? We hope so.

Road Construction to Start Next Week!

The Chamber works with Orange County Public Works to help direct maintenance projects that need periodic attention and two biggies will begin next week: road resurfacing on Narrow Canyon and Avendale Boulevard. There will be some temporary closures but residents will be alerted with signage along the affected areas as well as door knockers.

We aways celebrate successful businesses who are savvy enough to go the distance. And the Crown Valley Market just turned 20!! Mohammad Ariarad - who lives in Ladera Ranch - opened the market when most of Ladera Ranch wasn't even here!

What we like about the market: CVM has a cool, international feel that is different from a regular bog-box grocery store. That diversity is welcome!

Here's what Matt Surrena from Lola's had to say about it: "Great store! Great prices (tons of fresh herbs), deli it top notch, desserts/bakery is stellar... oh, and fresh baked Sangak (Persian flatbread about 2 ft long... oh so good!)... yup, we're long time fans." Matt would know!

They also operate Bahar restaurant upstairs that offers Mediterranean food made from scratch that is available for catering or delivery (Grubhub, Doordash, Postmates, Seamless and TryCaviar).

Area Businesses Receive Grants from County

The County of Orange recently awarded $10,000 grants to businesses impacted by the COVID-19 virus. Businesses had to meet at least one of three criteria:

The business was forced to close.
Sales from the business were down 25% or more than compared to the previous three months. (Prior to March 1, 2020).
The business had to lay off at least one of its employees (full or part-time).

The Chamber is happy to report that almost 50 local businesses received $470,000 of very badly needed money to pay for rent, utilities, insurance, accounts payable, etc.

Fitness Memberships in a Virus World

It's apparent that COVID-19 is going to be around a lot longer than many predicted (or hoped) early on. That has impacted the way many of us live our lives and the way businesses in Ladera Ranch and Rancho Mission Viejo operate. But it doesn't mean residents have to live in hibernation.

We have seen a tremendous amount of innovation and adaptation from our business community to continue operating the safest way possible. Carryout food ordering has been the most visible and restaurants have done an amazing job altering their menus, dining and operating procedures.

What about fitness? Traditionally, fitness involved close proximities and the sharing of weights and machines that could transfer germs. That's no longer the case and F45 in the Sendero Marketplace offers a good study of a business that has drastically changed course.

Before even entering a class, members are temperature screened to make sure they are not sick.

The whole method of Functional 45 involved the rotation of members between stations that worked different muscle groups or cardio. Now, members stay in a singular location with all of the workout materials surrounding them. They switch between dumbbells, bars, kettle bells, jump boxes, weight balls within a six-foot radius - complete with disinfectant wipes used to clean everything at the end.

Class sizes are around a quarter what they used to be but with additional time slots added. Windows and doors are keep open for air circulation.

Equipment, floors and surfaces are then sanitized again at the end of each class.

Medical practitioners state the importance of keeping active so that our bodies are better able to fight off any type of infection - not just COVID-19 - and consistent visits to your gym is a great way to do that!

We recommend scheduling a non-workout visit to learn about the additional steps your gym is taking to keep all us all safe during this time. They want you to stay safe because that keeps you moving back!

Stater Bros. Markets to Open Its First Supermarket in Ladera Ranch

San Bernardino, California (May 28, 2020) – Stater Bros. Markets is excited to announce the opening of its first supermarket to serve the community of Ladera Ranch. The new store will be located at 25636 Crown Valley Parkway and will be the thirtieth Stater Bros. location in Orange County.

We're now in Stage 2!

Californians have been staying home and saving lives since the start of our statewide stay-at-home order issued on March 19, 2020. These efforts have allowed the state to move forward on our roadmap for modifying the statewide order.

We are now moving into Stage 2, where some lower-risk workplaces can gradually open with adaptations. The state is issuing guidance to help these workplaces reopen safely.

STAGE 1:
Safety and preparedness

Make workplaces safe for our essential workers.

STAGE 2:
Lower-risk workplaces

Gradually reopen retail (curbside only), manufacturing & logistics. Later, relax retail restrictions, adapt & reopen schools, child care, offices & limited hospitality, personal services.

STAGE 3:
Higher-risk workplaces

Adapt and reopen movie theaters, religious services, & more personal & hospitality services.

STAGE 4:
End of Stay Home Order

Reopen areas of highest risk: e.g. Concerts, conventions, sports arenas.

When modifications are advanced and the state’s six indicators show we’ve made enough progress, we can move to the next stage of the roadmap.

Stage 2 expansion will be phased in gradually. Some communities may move through Stage 2 faster if they are able to show greater progress. Counties that have met the readiness criteria and worked with the California Department of Public Health can open more workplaces as outlined on the County Variance page.

Industry guidance to reduce the risk

California will move into Stage 2 of modifying the state’s Stay-at-Home order on May 8, 2020. Our progress in achieving key public health metrics will allow a gradual re-opening of California’s economy.

We recognize the impact of economic hardship. We must get our economy roaring once again and put paychecks in people’s pockets. But the risk of COVID-19 infection is still real for all Californians and continues to be fatal.

That is why every business should take every step humanly possible to reduce the risk of infection:

Plan and prepare for re-opening
Make radical changes within the workplace
Adjust practices by employees and help educate customers

Below are guidance for each early Stage 2 business to follow. The goal is a safe, clean environment for workers and customers. Businesses may use effective alternative or innovative methods to build upon the guidance.

Review the guidance that is relevant to your workplace, prepare a plan based on the guidance for your industry, and put it into action.

When complete, you can post the industry-specific checklist (below) in your workplace to show your customers and your employees that you’ve reduced the risk and are open for business.

Before reopening, all facilities must:

Perform a detailed risk assessment and implement a site-specific protection plan
Train employees on how to limit the spread of COVID-19, including how to screen themselves for symptoms and stay home if they have them
Implement individual control measures and screenings
Implement disinfecting protocols
Implement physical distancing guidelines

The Ladera Rancho Chamber of Commerce had the pleasure of following the marvelous journey water takes en route to Orange County – and what an amazing journey it is! The trip was hosted by the Metropolitan Water District of Orange County and Director Larry McKenney over the course of three days from November 15^th – 17^th. (Did you know you may be drinking water from Wyoming when you open your tap?).

We had the opportunity to view many of the infrastructure elements that have essentially enabled humans to settle, populate and grow the economic powerhouses of Las Vegas, San Diego, the IE and Orange County. None would be possible without the ability to store water and then to distribute that water in very complicated ways.

We picked up the journey at the Hoover Dam (did you know its name was changed?), a true engineering marvel, particularly when you consider it was built almost 100 years ago during the depression. But that’s only part of the story because water then travels through several other dams, including Parker Dam that provides half of the hydroelectricity necessary to lift the water to the aqueduct. From there, water snakes through another 242 miles and terminates at Lake Mathews, where it is purified and sent to our houses!

Places viewed: Lake Mead, Hoover Dam, Gene Camp, Copper Basin, Parker Dam, Whitsett Pumping Plant, Lake Havasu, Palo Verde Irrigation District, HayDay Farms, Patton Museum

Thirty representatives from organizations all over the state participated, coming from as far away as Westlands Water District in Fresno – it was a great group and everyone was eager to learn and collaborate!

Some of our take-aways from the trip:

The storage of water is THE element that enables us all to live where we do.
Most people have no idea of the Herculean effort it takes to bring high quality drinking water to their taps - but it is important to have some understanding.
Population growth and climate change pose significant challenges to the continued sustainability of the system.
The way water is distributed to stake holders throughout the system is complex and requires more legalese than we have (did you know that the doctrine of Prior Appropriation regulates water rights in the West?).
Adding to water supplies in the future will be different than in the past and will have to include more conservation efforts, storage and greater water reclamation.
The availability of water is directly tied to Economic Growth.
We only drink 1% of the water that is delivered to our homes. (did you know that tap water is higher regulated than bottled water and usually better quality?).

Toll Road Environmental Review Starts - need your feedback!

Caltrans Begins Environmental Review Phase of the South County Traffic Relief Effort

Caltrans, in coordination with the Transportation Corridor Agencies (TCA), is initiating the formal environmental review phase for the South County Traffic Relief Effort (SCTRE).

The state transportation agency is seeking public engagement and input on developing mobility solutions in South Orange County by holding two public scoping meetings along with a 30-day public comment period beginning November 8 and concluding December 9 at 5:00 p.m.

“Public feedback will be an important element in the decision-making process as the alternatives are studied in more detail,” said Caltrans District 12 Director Ryan Chamberlain.

The public scoping meetings will be held Open House format with no formal presentation and attendees may arrive at any time during the event hours. Public comments will be accepted either verbally through a court-reporter or in writing.

The scoping meetings will be held as follows:

• November 20, 2019 from 5:00 p.m. to 8:00 p.m. at the Norman P. Murray Community and Senior Center located at 24932 Veterans Way, Mission Viejo, CA 92692.

• December 4, 2019 from 5:00 p.m. to 8:00 p.m. at the Ocean Institute located at 24200 Dana Point Harbor Dr, Dana Point, CA 92629.

Trick or Treat in Mercantile West!

Friday is Trick or Treat in Mercantile West! This is always a fun dress rehearsal event if your kids can't wait until the 31st to wear their costumes :-)

FasTrak Customers, You’ve Got Mail!

Beginning this month, The Toll Roads of Orange County are mailing 15,000 new sticker transponders per weekday to FasTrak® accountholders to replace the hard-case transponders currently in use. The new transparent, bandage-size transponder is free and adheres to the inside of a windshield to collect tolls.

Communication began in April, notifying more than 650,000 FasTrak accountholders of the approaching introduction of sticker transponders by sending an informational postcard and issuing new license agreements. Customers will receive one sticker transponder for each vehicle listed on the account.

Equipped with state-mandated technology, the new sticker transponder works on all California’s toll bridges, lanes and roads and may eventually be used nationwide. The Toll Roads are the first tolling agency in the state to make the transition to sticker transponders and allows The Toll Roads to simplify payment options for its more than 1.5 million accountholders.

FasTrak customers continue to pay tolls automatically from a pre-established, prepaid account. And beginning in October 2019, FasTrak customers can choose to “Pay as You Go” and have tolls charged to a credit card as they are incurred. Starting July 1, The Toll Roads are also eliminating TCA’s monthly account maintenance fee for FasTrak accounts – a potential average savings of nearly $50 per year.

What is an independent contractor now?

If you own a hair, fitness or services-based business in Ladera Ranch or Rancho Mission Viejo that utilizes independent contractors you should know how those people are defined is now being tested by a court ruling last year.

"The Dynamex Operations West, Inc. v. Superior Court decision by the California Supreme Court in April 2018 overturned three decades of California employment law that allowed individuals to work as independent contractors. This decision could upend how millions of Californians earn a living and nearly every industry due to its new restrictive ABC test. The ABC test is the first time in U.S. history that such a test has been imposed by a court, without legislative approval, with three independently disqualifying factors" (from I'm Independent Coalition).

At the Chamber, we try hard to separate ourselves from any topic relating to politics - unless we are sure the result would negatively impact our local businesses. In this case, it appears the Dynamex decision would do so.

The topic was how to use social media - Instagram in particular - to grow your business, hosted by Civic Council Chair Stephanie Ramsey who concedes she is a social media junkie and uses it more than her teenage kids do. She's so good in fact, she has started her own social media consulting business: Social Beeing - Make Your Business Buzz!

Did you know that Instagram has over 1 billion monthly active users and that 71% of US businesses use Instagram? By using social media, you can put your business literally in the hands of your customers. Unlike print advertising, you get the opportunity to interact with your customers and create a personal relationship, and brand loyalty, sometimes before they ever make a purchase! This is particularly significant since 30% of Instagram users have purchased a product that they discovered on IG!

Here are some tips for getting the maximum out of your Instagram presence:

If you already have an account, make sure it is a business account so you can get analytics on your followers.
Don’t mix business and personal accounts together. Your customers, although they may enjoy your vacation pics, are following you for relevant content to your business.
Set your strategy. Look at your competitors and see what is works for them, more importantly, what isn’t working.
Build your content. There are lots of apps out there that you can use for free. Check out Canva, Ripl, Spark Post.
Look into a branded hashtag to help with user-generated content. For example, Mazda uses #zoomzoom and their brand enthusiasts post photos with this hashtag. It spreads the love.
Have a call to action in your posts. Shop this style. Make an appointment. Come in and see.
Engage your users. This is really important to building that relationship. Repost user-generated content about your brand. Comment back. Respond quickly. Instagram users like the personal connection with companies and brands.
Connect with other influencers. Follow industry leaders and look for collaboration opportunities.
Give the people what they want! This could be expertise, a discount, contest, etc. An occasional perk of being your follower and inviting their friends to follow you will help win hearts and minds.

Social media is an easy and inexpensive way to have a direct connection with your customers. Have fun and enjoy the journey with your fans!

Chamber brings Early Voting to Ladera!

In an effort to boost Ladera voter turnout, the Ladera Rancho Chamber of Commerce worked with the Orange County Voter Registrar's Office to bring early voting to Ladera's Harvest Festival. We worked with the Civic Council to sponsor "Superhero Voting" to teach kids the value of participating in Democracy. It was a fun time and a number of residents took advantage of the opportunity to skip lines on election day to Vote Early. As far as Superheroes go, neither Captain America or Batgirl was very happy that Ladera kids chose Wonder Woman as their favorite :-)

After six months and hundreds of volunteer hours, the Ladera Rancho Chamber of Commerce and the Ladera Ranch Civic Council hosted our first STATE of the COMMUNITY since 2013. It was a smashing success as residents heard updates from elected officials and representatives including Orange County Supervisor Lisa Bartlett, CUSD Superintendent Kirsten Vital, Orange County Sheriff Sandra Hutchens, Rancho Missin Viejo VP Michael Balsamo, Westar COO Jud Dutrisac, Santa Margarita Water District Jim Leach, LARCS, LARMAC and of course the Civic Council and our Chamber. We had the absolute honor to cut the ribbon to U.S. Bank’s new branch in Mercantile West last Wednesday. Not only is the new location AWESOME, the staff rocks and they have the coolest ATM ever. But more importantly, they want to be PART of our community – and they walk the walk.

Whether it’s their new reservable community room, the fact that they held a customer appreciation lunch AND a pet adoption event on different days of the SAME WEEKEND or the that they’re sponsoring our State of the Community Event October 11th, U. Small businesses employ over 1/2 of all Americans

This week the U.S. Chamber of Commerce joins with all Americans to celebrate National Small Business Week. This is an opportunity to show our appreciation for the backbone of our nation’s economy: the small businesses that employ more than half of all Americans and create about two out of every three new jobs each year. The Chamber is proud to represent millions of these businesses all around the country.

We fight for their interests every day in Washington, D.C., on the big policy issues before our government. We do it because America succeeds when small businesses succeed — and our economy grows when they grow. We also know that the reverse is true — small businesses succeed when America succeeds.

Small businesses have a better shot at growth and success when America has an innovative, vibrant, and growing economy; a pro-growth tax code; a well-trained workforce; and a position of strength in the global marketplace. This is why the Chamber consistently makes the case that small businesses are significant stakeholders in the big policy battles happening in Washington.

Since we last marked Small Business Week, the Chamber has helped deliver a historic policy win through the pro-growth tax reform bill signed into law last December. Small businesses suffered tremendously under our old tax code. Unlike larger businesses, they often couldn’t afford to hire teams of accountants and lawyers to help them navigate the various rules. The Chamber worked throughout the tax reform process to ensure that the final package benefited all businesses, including the many small businesses that file as pass-through entities.

Ever since enactment of the legislation, small business owners have had more capital to pour into investments, employee raises, new jobs, and growth. For example, Rudaina Hamade, owner of the small real estate management firm RPMS Group, LLC, explained the benefits this way: “We started providing bonuses in the range of $1,000–$2,000 for our employees, increased the capital investment budget for 2018 to upgrade our computer system, and have more money to set the stage for growth and expansion.”

Tax reform is one of many policy victories delivered for the small business community under the current administration and Congress. The Chamber will continue speaking up on behalf of the small business community this week and every week. And we encourage all Americans to join us in celebrating — and patronizing — the restaurants, retail stores, manufacturers, service providers, and other small businesses that create jobs and drive economic growth.

Together with our State Senator, Patricia Bates, we are creating a Small Business Communication Coalition to help identify problems and communicate the correct solutions to our state government in Sacramento.

New Board Member: Jim Leach from Santa Margarita Water District

At the August 2nd, 2017 Board of Directors Meeting, the Ladera Rancho Chamber of Commerce board unanimously voted to appoint James "Jim" Leach from the Santa Margarita Water District to the Board of Directors.

Jim Leach, currently the Director of External Relations at the Santa Margarita Water District has been involved in business and economic development in Orange County for over 15 years. During that time, he was Vice President for Public Affairs at Cox Communications, he served in a variety of leadership roles at the South OC Chambers of Commerce and he helped transition that organization to the Economic Coalition. He serves on the Board of the Orange County Taxpayers Association where he is currently Treasurer and is currently President of the Mission Viejo Community Foundation.

Jim is active in the Orange County Business Council serving on the Infrastructure committee. He is also active with the Association of California Cities-Orange County and with the Legislative Task Force of the Southern California Water Committee.

He’s a past President of the Saddleback College Foundation and has served on that board for the past 8 years.

Jim lives with his wife , Dot and his son, Cameron in Dove Canyon in Rancho Santa Margarita. He also has two daughters—Katie and Joanna—and two grandchildren.

Jim is a proud graduate of the University of Texas at Austin.

RECAP: Presidents Message - New RSM Chamber Forming

As many of you know, the former RSM Chamber had begun to dissolve in June after the resignation of several board members along with outgoing Executive Director Suzanne Singh accepting another position. It was at this time that the Ladera Rancho Chamber of Commerce was asked if we would adopt and support the members of the RSM Chamber since the chamber would no longer exist. After much discussion, our board unanimously voted to help our neighbors and support the RSM business community because we felt it was the right thing to do.

In the last month, a group comprised of former RSM Chamber Leaders and former RSM Chamber members have emerged and will be creating a new RSM Chamber of Commerce. As we understand it, this group has been working with the City of RSM and it appears that the city desires to have its own Chamber of Commerce. We have requested more details from this group but as of yet, we have not been given any information as to when this chamber will be operational, any detail as to what events they will support, or who will run the organization. We have however, been asked by this group's legal counsel to rescind our “adoption” of the former RSM Chamber Membership in order to make way for the new RSM chamber. We feel it is not our position to question these efforts and have decided to support the new RSM Chamber just as we always have.

Effective immediately, the Ladera Rancho Chamber of Commerce will end its “adoption” of former RSM Chamber of Commerce members and make way for the new RSM Chamber. The LRCC has always had a great relationship with our neighbors and we will continue to be supportive of all neighboring businesses. Myself, Lori Schindler, Todd Stearns & newly appointed Director Jim Leach have enjoyed meeting all of you and welcome you to any of our future events.

We will temporarily suspend any renewals and new membership applications from RSM businesses and former RSM Chamber Members are encouraged to join the new chamber.

Former RSM Chamber members have these options:

Continue your LRCC Membership - you must reply to this email BEFORE COB Friday, 8/11 and say, "yes I will be keeping my LRCC membership"

Renewals processed between 6/1/17 and 8/8/17 - if you wish to OPT-OUT, please reply to this email and say "cancel my LRCC membership" BEFORE COB Friday 8/11.

Discontinue LRCC Membership and join the new RSM Chamber - no action is required as your information will be removed from our site if we do not hear from you by COB Friday, 8/11.

If you are opting out and wish to attend our events, we welcome you and will be offering a discount to any active members with any of the following South County chambers: Mission Viejo, San Juan Capistrano, Dana Point, Laguna Niguel, Lake Forest and RSM.
